Individual users cannot upload more than 750GB per day but most users don’t reach those limits.

This is a Windows limitation and not Google Drive, just in case you were wondering.

The file’s name should not have special characters #) and should be less than equal to 255 characters long (including spaces).There are certain rules when it comes to the file’s name, character length, and size that you can upload to your Google Drive account on Windows 11. Instead of Drive not syncing on Windows, it’s just that you were looking at the wrong account or folder.
